The town was facing an attack by Giant bees who sabotaged the normal town's safe living. Mr. Werner's bee farm, that is said to always have people interested in buying its property due to it being a lakefront location, was framed by the Mayor's secretary who was disguised as a Hippie who claimed that Werner was "making killer mutant bees to destroy them all"; she operated alongside her henchmen in this scheme. The lie about Werner spread that a cyclist whom Mystery Inc. met also stated that lie about him being a mad scientist called "Dr. Werner".
