Victory Through Scare Power is the single story of Scooby-Doo! Team-Up #39, by DC Comics.
Premise[]
To undo Vandal Savage from releasing the monsters from Pandora's Box, Doctor Fate takes Mystery Inc. into the past to solve the same mystery decades ago in in 1942, when the Justice Society of America were still active.
Synopsis[]
A city official prepares to open a box found buried under the Lincoln Memorial, believing it to be a time capsule. However, when the box is opened, it releases malicious spirits who threaten to destroy the Washington Monument. Doctor Fate appears and tells Mystery Inc. that they must learn to stop the spirits by revisiting their first attack during the Second World War.
Mystery Inc. is transported back in time to 1942 to meet the superheroes comprising the Justice Society of America. During this time, they discover that the immortal villain Vandal Savage has joined the Nazi forces and sent teams of spies to sabotage Allied operations. Savage also opens Pandora's Box, releasing evil spirits to oversee the sabotage. Mystery Inc. and the Justice Society splits up to stop each of the spirits.
Daphne, the Wildcat, and Wonder Woman stop two Nazi engineers, Johannes and Heinrich, from sabotaging an American fighter jet. The Atom, Green Lantern, and Fred stop thieves from stealing war bonds meant to purchase supplies. Doctor Fate, Doctor Mid-Nite, and Velma stop a member of the Hitler Youth from rallying children to join his cause. The Sandman, the Flash, and Scooby stop thieves from stealing materials from a scrapyard. Lastly, Johnny Thunder, Black Canary, and Shaggy stop two female engineers from drilling holes in warships to sabotage them. In each instance, they chase away a spirit.
After the spirits have been stopped, the superheroes confront Savage, who attempts to destroy the Washington Monument, bomb the Capitol, and carve his own face in the Lincoln Memorial. However, Velma discovers a way to stop the spirits; using hope, Velma was able to close the box, sealing the spirits back inside. The Atom carves a warning into the box to prevent those who find it from opening it, and Green Lantern buries it deep underground.
With Mystery Inc. now knowing how to stop the spirits, Doctor Fate transports them back to the present day. Daphne closes the box the same way Velma closed it before, stopping the malicious spirits. To prevent the box from being opened again in the future, Shaggy seals it shut with superglue.

- The original Flash and Green Lantern's identities were not further expanded on, even though the gang pointed out that the former was the original since they met the current Flash in The Ghost of Gorilla City.
- Shaggy knew that Black Canary had a daughter, but Daphne did not know the same about Wonder Woman for some reason. He also referred to the second Black Canary in the past tense, wrongly suggesting that she had lost it.
