Verona Dempsey dressed up as the Creepy Keeper to utilize a lighthouse in Wisconsin so only her shipments of imported materials could enter the port and help Crusty McPeet and her business thrive while the local businesses would fail. She was also a rival to Velma Dinkley; she had the same initiales 'V.D.', wore the inverse colours, and even had her own catchphrase, 'Jinkers'.
