The Vanilla Technicolor Phantom was the disguise of Sammy the Shrimp, who also called himself Mr. Grizzley.
Physical appearance[]
The Vanilla Technicolor Phantom is just a dangling vanilla white color robe and hood, which gives a ghostly face, yellow eyes and a gaping black mouth. Its face is faded brown with two ghostly glowing yellow eyes and a black, gaping mouth. The phantom's arms are also vanilla white, which end with claw like hands.

The vanilla phantom wears a gray hooded robe shadowing it's face, as it has green eyes and a wide mouth.
Personality[]
He's evil, dangerous and hostile. He likes to fly around the Happy Humor Ice Cream Co. emitting ghostly wails and roars.

Sammy the Shrimp unmasked.
When the Mystery Machine hit a street full of popsicles and had an accident, the kids tried to make a phone call at the Happy Humor Ice Cream Factory. When they discovered the Vanilla, Chocolate, and Strawberry Technicolor Phantoms, they decided to stick around and solve the mystery.

- The Technicolor Phantoms are reuses of the Green Ghosts from the Scooby-Doo, Where Are You! episode A Night of Fright is No Delight.
- In one scene, Sammy is telling the kids about the phantoms, and it shows the Vanilla Technicolor Phantom spying on them. This is either a mistake on the animator's part or one of the other two criminals is in the costume.
