The Vampire was the disguise of Bianca.
Physical appearance[]
He's a light gray skinned vampire with orange eyes and short black hair. He wears a long gray shirt and matching pants, along with black shoes and a large black and red cape.
Personality[]
He's a sneaky and hungry creature, breaking into a food truck to eat away sauce (actually just emptying them), sometimes he mostly keeps hidden and let's vampire bats do the work.
History[]
The vampire had been breaking and entering Elsa's food truck and emptying the supplies. Causing her to have it all cleaned up the following morning.
During most of the gang's investigation, the vampire remained hidden and had bats (later revealed to be pigeons in bat costumes) do most of the work, like interrupting a big food sale by a lake, which was close to making her shut her business down.
The vampire finally reveals himself the night Mystery Inc. decided to watch over Elsa's food truck, with Shaggy and Scooby being the first to see him during their hunger for a late night snack. He chased everybody out the truck and up a nearby staircase, almost catching up to them until they made it to the room upstairs and barricaded the door with boxes.
The next day, a trap was planned out by Fred after getting inspiration by the mess caused from the previous night. Shaggy and Scooby were tasked on setting up their own food truck to let the vampire come out and attack, following it up by opening the shutter door and letting Fred and the girls unleash a large amount of spaghetti and meatballs at him. When the vampire got blinded, Shaggy and Scooby came running out with long spaghetti noodles and wrapped them around the vampire.

Bianca unmasked.
With the vampire tied up, he was unmasked to reveal it being Elsa's neighbor Bianca, who wanted to put her out of business so she could take her spot by the lake to get the attention instead. She was then taken to jail by some officers.
