Tim's a tall and slender man with brown hair, wears a Willy Wonka clown-like outfit with a purple top hat.
Personality
When the gang first met him, he appeared to be wacky and friendly but in the end, he revealed to be selfishly jealous and evil.
History
Scooby-Doo! First Frights
He got jealous when kids were too busy at the amusement park, so he created and used scarier toys (Including the Toy Robotus) in order to drive the park out of business.[1]
