Thurston Havansimp is the acting president of the housing association, and Scooby-Doo and Shaggy Rogers' neighbour when they lived at Shaggleford Manor.
Physical appearance[]
Havansimp was previously-short and plump man with thinning black hair and a mustache. He wore a green polo shirt, khaki sandals, and brown sandals. However, Shaggy later used a shrink ray to lengthen his legs, making him much taller than he once was.
Personality[]
Havansimp was a grumpy neighbour who despised Shaggy and Scooby living in Shaggleford Manor, considering their behaviour as neighbours to be disruptive and in poor taste. He also detested Robi, Shaggy and Scooby's robotic servant, considering it violent and dangerous. Using his authority as president of the housing association, he tried to use the law to evict them, citing several policy violations, but later admitted they were not guilty of any policies.
However, he later witnessed Robi's heroism and began to reconsider his views and regret attempting to evict them. He later fully apologized, considering them excellent neighbours. Though Shaggy and Scooby began to

Season one[]
When Shaggy and Scooby prepared a housewarming party at Shaggleford Manor, they carried out various unauthorized remodelling projects which greatly disrupted Havansimp, who lived next door. So, he confronted them, citing numerous policy violations (such as Robi, whom he deemed dangerous) and threatening to evict them from the neighbourhood. In response, Shaggy and Scooby obtained all the required permits for their remodelling and temporarily replaced Robi with the Automated Robotic Tactical Unit (A.R.T.), not knowing it was a spy robot sent by Dr. Phineus Phibes. Havansimp later inspected the party once the guests arrived, disapproving of the party but admitting there were no policy violations.
A.R.T. eventually went rogue, attacking Shaggy, Scooby, and Havansimp and chasing them into the mansion. As Robi arrived at their aid, Havansimp noticed his heroism and began to reconsider his views on Robi. Shaggy and Scooby then led him to their secret underground laboratory, but Shaggy shrank Havansimp and placed him in his pocket to prevent him from seeing Scooby use his superpowers. When A.R.T. was defeated, Shaggy returned Havansimp to his normal size, though also lengthening his legs to make him taller. As an act of gratitude, Havansimp vowed to endorse them as Neighbours of the Year.
