Theodore Meldon was a fictitious oil baron fabricated by Miguel. He was supposedly the werewolf attacking Dunsbury Animal Hospital.

Miguel, a nurse at Dunsbury Animal Hospital, fabricated the legend of Theodore Meldon in hospital records as he posed as a werewolf. According to the legend, the hospital was originally Meldon's mansion. However, after a wolf attack, he became a werewolf, so he sealed himself inside his mansion to protect others from himself, disappearing completely from public life.
Miguel used the werewolf disguise to scare others away from the hospital's unused south wing as he incubated a newborn purebred kitten he stole. Mystery Inc. found the hospital records, but later deduced it was a fabrication.
