Chief of Police Klein receives a medal of honor from the Businessmen Association, in part for cracking down on phony gypsy fortune-tellers. A gypsy appears and curses the chief, saying that upon moonlight, he will destroy the town.
 
 
Mr. Brewster, an art dealer and the man who presented the chief with the medal, throws a party that evening at his home for the chief. Chief Klein feels ill, however, and goes upstairs to lie down. A snarling monster soon appears wearing the chief's clothing.
 
 
Later, Chief Klein says he remembers creating panic, and Brewster offers to lock him in a room for his own safety. The monster escapes, however, and burns down Brewster's art gallery. The gang is suspicious that the chief is being framed, and set out to prove Brewster is behind the monster's rampage.
