The tailor is a plump, balding man with grey hair on the sides of his head, a comb-shaped mustache, and glasses with rectangular lens. He wears a white dress shirt and a red bowtie under a turquoise vest. He also wears grey pants, brown shoes, and a tape measure around his neck.

The tailor is a dutiful worker who enforces the rules of his store, prohibiting loitering in his tailor shop. Though he indirectly aided Galina Korzhakov in committing a crime, nothing suggests he was directly linked to or aware of her crimes.

Deeming her a suspect, Velma followed figure skater Galina Korzhakov into a tailor shop, where the tailor designed for her a dress adorned with fake diamonds. Korzhakov intended to use the dress to smuggle diamonds she stole from the Emperor's Cup, replacing the fake diamonds on her dress with the real diamonds she hid under the ice rink. Velma attempted to enter to investigate further, but the tailor, prohibiting loitering, made her purchase a dress.
