Surf's Up, Monster's Down is the second and final story in Scooby-Doo #24, by DC Comics. It was preceded by Don't Believe What You See!

Premise[]

The gang visits Hawaii to help an old family friend of Fred with his resort plans, when they run into Heewanu, the evil spirit of the surf.

Synopsis[]

Mystery Inc. visits Hawaii to help Fred's family friend, Walter, design a new hotel on the land he just bought. However, the island storyteller warns them about Heewanu, an island spirit attacking tourists surfing on the ocean. They initially do not believe the storyteller, believing it to be just a legend. However, the next morning, when they begin surfing, they encounter Heewanu, who knocks them off their surfboards. They immediately inform Walter, but the broker refuses to buy the land back.

Mystery Inc. begins investigating and splits up, but as Shaggy and Scooby search a cave near the coast, they encounter Heewanu again. Fred's group spots Heewanu leaving, suspiciously carrying something. Returning to the cave, they find potentially-valuable endangered seashells. Later seeing Heewanu surfing toward the cave, Mystery Inc. pursues the monster on the water. Though they ride a particularly-large wave, the wave knocks Heewanu over, sweeping him toward the coast.

Heewanu is revealed to be the broker, who was also posing as the storyteller. He sold the land to Walter, but used the disguise to scare any potential witnesses away as he smuggled the seashells off the land. As the broker is handed to authorities, Walter plans to protect the seashells from human activity, allowing hotel guests to see them but not steal them.
