Stuyvesant is a middle aged man with black hair and a thin, curved mustache. He was only shown in costume as both Red Skull and Milo Spender.

Stuyvesant is greedy and selfish enough to steal the diamond from his employer, and his willingness to put Scooby and Fred at risk suggests a vengeful personality.

Mystery Inc. investigated the theft of Mrs. Vandereel's Last Hope Diamond, leading to the town's graveyard. He was caught by Scooby-Doo and Fred Jones; Stuyvesant swore revenge against the two of them.

Milo Spender is really Stuyvesant.
As part of his revenge plan, Stuyvesant disguised himself as Milo Spender, the TV director. While he spends most of his time as Spender, Stuyvesant donned his Red Skull costume and attempted to kill Scooby during the show, but failed. He planned false clues around the station to make everyone point a finger at Fred as the culprit, but Fred claims he is innocent.
After his failed attempt to drop Shaggy and Scooby from the rooftop of the TV station, Stuyvesant was captured and unmasked twice, and taken back into custody by the police.
