Stand and Deliver is the twentieth episode of the second season of Scooby-Doo! Mystery Incorporated, and the forty-sixth overall.
Premise[]
The Dandy Highwayman is assaulting people then abducts the ladies of Crystal Cove with his charming British accent. Meanwhile Scooby is having strange dreams...
Synopsis[]
A family in a car on a cliff road, lost in the mist, encounter the Dandy Highwayman. He robs them, then asks the wife about how her holiday is going. Blowing up the car with shots from his flintlocks, he mounts his motorcycle and invites the wife to accompany him, which she does.
At the Rodgers mansion, Scooby is feeding Nova strawberries and cream, when a dozen robots break in, shoot up the room and surround them. Nova sits up and says "Nibiru is coming" as a robot breaks through the wall. Scooby wakes from his dream in Nova's hospital room. He's eaten too many donuts before bedtime.
At the Dinkley home, Angie is storing barrels of TNT in the dynamite shed, because blasting is the cheapest way to make a pool. She's already hired a pool boy, with the most charming British accent. Velma says she's going to Daphne's.
Nan Blake open the family vault to get some cash for Daphne. She hand her a wad of notes, but Daphne hands half of it back, saying she only needs a little.
Driving along the cliff road to the mall, the gang find several wrecked cars. Sheriff Stone tells them that some guy in a patriot hat is running around town robbing people, and then he puts an evil spell on the womenfolk with his English accent.
Barty and Nan are on their Hawaiian vacation, with no annoying tourists, without leaving home. The sunlamps go out, a motorcycle is heard and the Highwayman rides in and around the walls of the room. He makes Nan empty the safe into a big black bag, then holds his hand out to her and she leaves with him.
In City Hall, a support group for the Highwayman's victims is interrupted by the Dandy Highwayman. He robs them, then invites Mayor Nettles to tell him the story of her life, and she leaves with him. Sheriff Stone tells Mystery Inc to stop him, before going into a full body anxiety cramp.
At the library, the gang ask for any books on the Dandy Highwayman. The Librarian refers them to the dashing debonair rogue section. Whilst researching, Scooby falls asleep. He wakes up to find the library empty, except for Nova who leads Scooby into a corridor with red drapes and then to a sitting room where Horatio Kharon, the author of Supernatural Curses and the Extra-dimensional Forces Behind Them, dances over to him welcoming him to the sitting room.
Scooby wakes to Velma's voice and a page from the book he was reading comes loose and falls on top of it. All the books on dashing rogues and debonair thieves have been checked out by the women who have been abducted, and they were all members of a book club, including Daphne's mum who only reads shopping catalogues. Velma sees Cuarto Llave, the fourth key, on the page Scooby unearthed.
Shaggy and Scooby dress up as a couple of helpless, beautiful, rich women, all alone on side of the road, but the Dandy Highwayman takes Daphne instead. Velma drives the rest of the gang back to her house where Pool Boy is still relaxing.
In a well appointed cave, the abducted women read magazines. Daphne picks a phone from the pile of loot and texts Fred. When he texts back that they're ready, Daphne asks the highwayman why Mrs Angie Dinkley isn't there; she's richer than Daphne and she loves to read and talk.
In the Dinkleys' yard, Angie is talking to Pool Boy when the Dandy Highwayman makes his entrance. Angie turns out to be Velma in disguise; Fred and Shaggy raise nets to force the motorcycle into the dynamite shed, which explodes throwing the highwayman into one of the nets. Unmasked as the town's librarian, he admits he had no friends growing up and spent his life reading about other people's exciting adventures and never had one of his own.
He explains how he studied how to speak with an English dialect, practiced riding a motorbike and found out that he could win women´s affection by simply by paying attention to them when they are talking. Of course he incorporated a motorcycle helmet into his costume´s hat.
Asleep, Scooby returns to the sitting room, where an inter-dimensional being occupying Nova's body warns him that he's in danger. She explains that she's one of the Anunnaki, beings that visit Earth every few thousand years during a time called Nibiru. The Anunnaki inhabit various animals which is why some animals such as their descendants can talk and have a history of living with humans, but the most evil of them all is imprisoned in a crystal sarcophagus that must never be set free. She told Scooby that he must destroy it if he wants to save his friends, himself, and the world. He wakes up and tells the gang that they must destroy the cursed treasure.

- The title of the episode, and the "Dandy Highwayman" himself, are references to Adam Ant's song, "Stand and Deliver."
- The nightmare of an attack at Scooby's home by Kriegstaffebots parallels the dream of an attack by gun-wielding Nazi zombies in An American Werewolf in London (Scooby even says "Hold your horses" as he answers the door). So does the false awakening in the hospital room, with a second Nazi attack nightmare.
- The list with the book club members are named after people who worked on the show, including Jason Wyatt, Bruce A. King, and Sunisa Mekis, as well as movie actor Brad Pitt.
- The Sitting Room in Scooby's dream with the Dancing Man is a reference to Twin Peaks. The music also heard when the Dancing Man appears is similar to the original score of the Twin Peaks soundtrack, called "Dance of the Dream Man".
