The Spectral Speedster was the disguise of Bill Tally.
Physical appearance[]
The Spectral Speedster was a yellow goblin-like humanoid with disheveled orange hair under a black cap, long red fingernails and skinny limbs. He wore ripped punk clothing, consisting of a black leather jacket torn at the sleeves with a silver skull icon emblazoned on the back, as well as torn blue shorts and green boots. The jacket is unbuttoned, revealing its potbelly. He also wore torn sleeve cuffs around both wrists as well as a spiked bracelet around the right wrist. He wears a chain with a skull pendant around its left arm and neck, the latter of which also has a skull-shaped pendant. His mouth contains yellowing, crooked teeth as well as a purple tongue with dark stripes. His eyes are black and cross-eyed, and he usually walks with a hunchback.
Personality[]
The Spectral Speedster is a very hostile, sadistic monster that took great delight in attacking innocent civilians and kidnapping them. He sometimes placed his victims in life-threatening situations by knocking their vehicles off the road and showing no remorse for his actions and laughing in delight. He also enjoys causing property damage, sabotaging equipment and at one point triggering an explosion.
Skills and abilities[]
- Driving ability: Possessing a very powerful car, the monster has the driving ability equivalent to that of a professional race car driver. He is not only capable of driving his vehicle at high speeds on long, winding roads, he is also capable of attacking other vehicles and causing them to crash.
- Agility: While on foot, the monster also has extreme agility. He is capable of crashing through ceiling and leaping long distances.
- Sabotage: The Spectral Speedster seems to have extensive knowledge of kitchen machinery, knowing how to break them and trigger explosions. At one point, he is seen pouring an unidentified powder into an ice cream machine which later causes it to explode.
History[]
Scooby-Doo and Guess Who?[]
Season one[]
Following the death of Doc Tally, his entire business was entrusted to Rick Tally, so his envious and vengeful brother, Bill Tally, took his revenge by attempting to destroy the restaurant chain. After sabotaging the business to the verge of bankruptcy, he created the Spectral Speedster disguise during the 70th anniversary race to sabotage the event and finally drive it into bankruptcy. The Spectral Speedster first appeared when he kidnapped a mascot actor, sealing him in a freezer.
The Spectral Speedster first appeared just as the Doc Tally race was about to begin, attacking the other competitors cars, either forcing them to quit or making them too scared to participate. While Shaggy, Scooby, and Jim Gaffigan participated in the competition, the other members of Mystery Inc. investigated the Doc Tally locations. However, when the Spectral Speedster did not attack the other vehicles, he sabotaged the kitchen equipment inside the restaurant, flooding the restaurant with ice cream at one point and creating an explosion at another.

The monster was finally apprehended after a prolonged car chase, where Fred Jones, driving the Mystery Machine, tricked the Speedster into driving his vehicle off a pier and into the water. Bill was exposed for his crimes and subsequently handed over to authorities.
