Season three
Mayor Snipper is revealed as the culprit.
He wanted to get revenge on mini-golf for his son, Gary because mini-golf ruined his son's life, so he operated the Menacing Metallic Clown and captured miniature-golfers. In the end, he saw Shaggy Rogers's courage and decides mini-golfers aren't so bad after all, so he can accept Gary as he was.
