The small thug was the partner of a bigger thug, who both tried to steal the Maltese Mackerel.

He has black hair, wears a purple suit and pants with a white tie and black shoes.
Personality[]
He's rather rude and is quick to blame his partner for their failure. He also talks in an Igor-like accent.
History[]
Scooby-Doo and Scrappy-Doo (second series)[]
Season three[]
He and the big thug ambushed the trio and pursue Scrappy-Doo who had the Maltese Mackerel. While the big thug took a fall, he took the Mackerel from Scrappy and they made their escape.
When the trio took back the Mackerel, the small thug tossed swordfish to hold Shaggy Rogers, but Scooby-Doo grabbed the Mackerel before the big thug can. When the gang escaped in a crate, the thugs followed them in another only to discover that they've been tricked and brought before the police, furious the small thug blamed his partner.
