The Sheriff was the disguise of Cutler Toe, a disgraced CEO of Toe Omnitech.

Physical appearance[]

The Sheriff is a man with gray hair. He wears dark blue pants and shirt, with black shoes, black belt, and a black tie. The Sheriff wears his badge on his left pocket and also wears a brown western style hat with a black band.

In Happy Halloween, Scooby-Doo!, he wore a dark brown western style hat, a tan shirt with a brown tie, dark brown pants and black shoes.

Personality[]

Cutler Toe, the Sheriff's true persona, is selfish, cold, greedy, and bumbling. He hated Mystery Inc. and he gets jealous by their success, solving mysteries one after another. After being released from prison, he soon vows vengeance on Mystery Inc. to save his company, Toe Omnitech.

In his "Sheriff" persona, Toe acted as an authorized figure to the gang, by threatening them to put them in jail if he sees them driving around the Mystery Machine or solve anymore mysteries.

When he heard about the gang solving the mystery on Moonscar Island, Toe begins to chew them out for solving mysteries, but he later relents when the gang cried about their love of mystery solving (by pretending to cry) and he kindly offered them a lift back home.

In his final appearance, Toe's true colors finally revealed themselves. He reveals his hatred to the gang after they foiled his Trash Monster plan and his taste of revenge by pretending to be a sheriff to shatter their confidence, which all later led to his ultimate downfall when he ambushed by Jonathan Crane in revenge for framing him as the culprit.

Early Life[]

Trash Monster of Scranton Unmasked

Toe is unmasked as the Trash Monster of Scranton.

Following the mystery of the Trash Monster of Scranton, Cutler Toe spent his time in prison expressing his hatred on Mystery Inc. for destroying his pollution plan. When he is released from prison after serving his sentence, Toe begins impersonating a sheriff for payback by tearing off his beard and donning a sheriff's hat.

Scooby-Doo! and the Curse of the 13th Ghost[]

After Scooby-Doo and the gang wrongly captured innocent Farmer Morgan and tried to remove his "mask" -- which was just his face -- the Sheriff banned the gang from their mystery-solving activities.[1]

Scooby-Doo! Return to Zombie Island[]

The Sheriff wanted to make sure the gang still wasn't solving mysteries. He tried to convince them to enjoy other aspects of being kids. After returning to Moonscar Island, they decided to get back into solving mysteries. The Sheriff relented after Daphne Blake and Velma Dinkley started crying, saying it's their life's work.[2]

Despite allowing Mystery Inc. to continue their career as mystery solvers, the Sheriff warns Scooby-Doo and the gang that there is blood on their hands as well due to their involvement in the case of the Jack-O-Lanterns in Crystal Cove. His true goal, in fact, is to mine the lithium for his own company, Toe Omnitech, by dressing up as the Alpha Jack-O-Lantern to accomplish his crime, even with Mystery Inc. out of the way.

As his true persona, Cutler Toe, he has committed other dastardly crimes, such as the case of the Trash Monster of Scranton.

Not long after he completed his mining heist, he flees Crystal Cove in route to Guam. However, he is stopped by Jonathan Crane's Scarecrow, and his car is confiscated by the feds but Toe himself was nowhere to be seen.

Throughout this trilogy, Cutler Toe wanted to drive Mystery Inc. out of business because he fears they would interfere with his mining plot. It's the only way his tech company will be saved.[3]

  • Cutler Toe is the first antagonist to make cameo appearances in other DTV films before his debut as the main culprit. While other characters besides Mystery Inc. have made several appearances in more than one film, all of them were supporting characters.
