The shark creature haunted a cruise ship with the kelp monster and the peg leg captain. In reality they were the disguises for a trio called the Sea Serpent Smugglers.
Physical appearance
The shark creature has light gray scales, webbed feet and hands, dorsal fin, and a tail, he had a light brown belly, and was covered in seaweed.

History
Scooby-Doo! and the Legend of the Vampire
The shark creature along with his partners, emerged from a passageway on the cruise ship and chased Scooby-Doo and the gang. Shaggy Rogers and Scooby destroyed a fake sea serpent and it landed on the shark creature, the peg leg captain, and the kelp monster. Velma Dinkley unmasked the three creatures and revealed the shark creature was a bald man.
