Scooby-Doo! Stage Fright
He was responsible for letting people in and out of the Opera House. Since there is a strict "No Dogs Allowed" rule, he was constantly trying to nab Scooby Doo, once he managed a way inside the opera house. At the end, when the city police brought the gang back to the theater so Daphne and Fred could perform a tie-breaking song, he was not going to allow Scooby in again, but the city police showed his badge, explaining that he just took part in capturing Dewey Ottoman, therefore they finally gave an exception to their "No Dogs Allowed" policy.
