Sam was at the train station in London secretly overhearing his rival Roger Railton getting asked about his supposedly last train trip around Europe, but he couldn't hear the full thing when he suggested that he'll explain it in the train he runs known as the European Express.
He secretly snuck into the train and heard of the conversation, as it turned out, Roger's grandfather was worried about the train not making enough money, and hid his fortune somewhere. But left some clues to Roger who gave them to the gang. Sam would later dress in a ghost disguise and continuously hunt them down throughout Europe to scare them out of the search, and he would get the fortune first.

Sam unmasked.
Eventually, Mystery Inc. was able to catch Sam in Venice, Italy and unmasked him in front of the fortune as complete irony, since it was hidden in the clock. He was apprehended by authorities shortly after angrily declaring that he would've been the richest train owner across all of Europe if it wasn't for the meddling kid's involvement.
