The owner is an adult man with black hair and sideburns. He wore a blueish-green collared shirt, tan colored pants, and black shoes.

He's very greedy, robbing banks for money so he and his two accomplices would leave town to go to the tropics.

Puppet factory owner and accomplices revealed as the culprits.
He, and his two accomplices robbed five different banks while in disguise as the Black Mask Bandits.
They hid the money inside the puppet factory and made-up a phony story about the puppets being alive to scare people away from the factory, in order to not let them know about the stolen loot they were gonna smuggle out of the country later and live in the tropics.
Mystery. Inc went to the factory in search for an elderly woman's missing cat. After multiple encounters with the various puppets, they manage to foil the owner and his accomplices plan and they were arrested.
