Pietro was a master puppeteer, who disguised himself as the Puppet Master to scare others away from his counterfeiting ring.
Pietro is an elderly Caucasian male, with white, balding hair. He wears a green, long sleeved collar shirt over a long sleeved light blue shirt, alongside a black vest, brown pants and black shoes. He has an abnormally long nose, and carries a set of regular eyeglasses.
He is welcoming to the gang and is humble when asked if he is a puppetmaster, although this seems to just be hiding his more sinister side and motives.

He dressed up as the Puppet Master to operate his counterfeiting ring, and costumed himself to look like a doorman to throw off suspicion. He even made a life-sized puppet of himself so Mystery Inc. wouldn't suspect him of being the Puppet Master working the puppets.
- A homage is made to Pietro in a crossover with Batman: The Brave and the Bold; an usher at the theater that tells the gang about the Footlight Phantom, resembles Pietro.
- Unlike most villains, he doesn't actually disguise himself as a ghost or monster. He merely uses a hat and cloak to conceal his identity.
- Pietro is reimagined as Piero for the Be Cool, Scooby-Doo! episode Sorcerer Snacks Scare.
