The phantoms were projections created by Mercy Graves as a cover for her primary goal of transforming the Hall of Justice into her own supervillain headquarters. In actuality, the phantoms were actually the Justice League trapped in the Phantom Zone.

Powers and Abilities[]
- Flight: Being "ghosts", the phantoms are able to float in the air.
- Intangibility: The phantoms are impervious to being harmed by solid objects; this also allows the phantoms to pass through solid barriers (such as doors and walls).
- Electrokinesis: The phantoms are able to generate electricity in order to deliver a strong electric shock to anyone that tries to touch them.
