The Phantom Shadows are a type of ghost from the Tome of Doom.
Physical appearance[]
The Phantom Shadows wore blue robes with hoods over their heads shadowing their faces. The wrists of their left arms also have long chains with cuffs on both ends, but the cuffs on their right hands have been broken off.
History[]
Scooby-Doo! Mystery Mayhem[]
One of the various types of ghosts released from the Tome of Doom by Walter Peabody, so they would scare people away to hide the fact he made a counterfeit Tome of Doom, and various employees of Greenwood Development, to help them force people to sell their land.
