The Phantom Racer was the disguise of Ken Rogers. He had a trick car that could extend its wheels and go over other cars, capturing them.
Physical appearance[]
The Phantom Racer wore a blue, coated jacket, with a gleaming blue helmet which it has a lighter blue flame starting from the front of the helmet. It had a pale ghoulish face with matching hands, dark pinkish sclera, and fangs.
Personality[]
The Phantom Racer showed unusual cruelty, since he put Shaggy Rogers and Scooby-Doo in a car and pushed them down a hill, and later trapped Shaggy in a cave and bricked up the entrance.

According to Mr. Osbourne, he was a famous grand prix driver who went off a cliff many years ago, and his ghost's seeking vengeance on all the other race car drivers.
