Paul Rugg is an American writer, voice actor, producer, and puppeteer. He wrote episodes for Animaniacs (starring Rob Paulsen, Jess Harnell, Tress MacNeille), and was the voice of Lord Starchbottom on The 7D (starring Billy West, Bill Farmer, Kevin Michael Richardson, Scott Menville, Dee Bradley Baker, and Maurice LaMarche).
