P.J. Peabody was the bank president of Winona.
Physical appearance[]
Peabody is a Caucasian male with balding blond hair. He wears a purple jacket with a yellow vest under it, as well as a pink shirt and green tie underneath the yellow vest.
Personality[]
Like most culprits, he hid his true intentions behind a calm and level-headed façade. His willingness to defraud the town into selling property dirt cheap would suggest a greedy and selfish personality.

Season two[]
His bank was one of the few places in Winona to still be open after the strange nighttime winds had already driven most of the population away. He claimed to be as baffled as everyone else regarding the winds, but then noises were heard coming from the safe. Peabody opened the safe, and wind and money were swirling around in it. This was the first time the winds had blown during the day.
P.J. Peabody unmasked
He was eventually revealed to be the mastermind behind the winds. He, along with three henchmen (dressed as the "windmakers") used a giant fan to create heavy winds to try and scare everyone out of Winona and get their property dirt cheap. After everyone was gone, Peabody and his henchmen were going to change Winona into a scale map model of their own. After being exposed as the culprit, Peabody tried to flee, but he was captured by Speed Buggy.
