Oopsy is a clown that worked at Loony Park.
Physical appearance[]
Oopsy is a male circus clown with a curly orange wig, whiteface, bright red lips, and a red nose. He wears a tiny purple hat with a small petalled flower and a large, purple polka-dot bow. He also wears a long-sleeved, green-and-black striped shirt, yellow overalls, purple polka-dot socks, and abnormally-large yellow clown shoes.
Personality[]
Being a circus clown, Oopsy appeared comedically eccentric and clumsy, hence his name. Shaggy and Scooby were very amused by his acts, but Velma, having a phobia of clowns, was very afraid of Oopsy, considering his appearance uncanny. Despite his goofy attitude, he was highly trained in the clown arts and was very competent and passionate in his act. He claimed to faithfully obey the "sacred cardinal code of clowndom," an ethical code which prevented him from using his clown abilities for anything other than entertainment.
When Mystery Inc. exposed him for posing as Madcap the Killer Clown, Oopsy was revealed to be a man willing to resort to unethical violent acts to secure his job, despite previously claiming to be morally principled. In his crimes, he terrorized a park to scare developers away, preventing them from acquiring the park. However, Wayne, a genius child, called his plan "lame" as it ended up having the opposite effect of what Oopsy intended, accelerating the park's decline.

Season one[]
Oopsy worked at Loony Park, but discovered that his boss, Lars Harmon, intended to sell the rapidly-declining park instead of renovating it. To prevent him from selling the park, he disguised himself as Madcap the Killer Clown to scare potential buyers away. As he used the Fun House as his base of operations, he terrorized parkgoers, including Mystery Inc. and Wayne, the child Daphne was babysitting. He chased Mystery Inc. throughout the park, including on the peak of a moving roller coaster.

Oopsy unmasked.
Despite his efforts to protect the park from buyers, Oopsy's crimes ended up having the opposite effect as they only accelerated the park's decline, lowering the property value. By the time Mystery Inc. caught Oopsy by crushing him under the Fun House's front wall, Harmon had already finalized the sale to Clara Belle, who did not mind the hauntings. Oopsy was not handed to local police as he did not technically commit any crimes, but he was arrested by the Clown Police for violating the "sacred cardinal code of clowndom," an ethical code which prevented him from using his clown abilities for evil.
When Fred was put on trial for supposedly stealing in the town of Safety Springs, Oopsy and a bunch of other past convicts Fred had put away were the jury.
