The Nibelung Dwarf Warriors were the disguises of the Body Schmidt Giants.

They were sighted around the river near the old barracks at night and the entrance was blocked off when civilians were hearing their ghostly singing in the tunnels everyday.
The gang went to investigate the area at night after hearing the story from the city mayor, but it was dark on the inside, Shaggy pulled out a flashlight and switched it on, only to see the dwarves were hiding in the dark and they attacked the gang, causing them to flee out the entrance.
They were encountered again unexpectedly when Daphne fell through an open hatch, Fred was able to save her and they ran down a path that led to where the dwarfs were apparently targeting. The bank.
They arrived on the day they target the bank, as they climbed the ladder that led to the vault, an unexpected thing happened as they encountered a group of skeleton heads at the top, frightening them so badly they fell down the ladder and piled on top of each other. It was all a trap set by the gang after getting an agreement from the bank's manager.

They were revealed as the Body Schmidt Giants, a group of circus performers, they used the myth of the dwarves to scare people from going to the old barracks and traverse through the tunnels to make it to the bank and steal the money for themselves.
The gang called the authorities, along with the mayor and the six criminals were arrested.
