Ned was the cameraman, accomplice and possible lover to news reporter Heather Jasper Howe at Investigative Probe. He didn't realise that Heather was "A man in a mask", just the disguise of Dr. Jonathan Jacobo.

Scooby-Doo 2: Monsters Unleashed

Ned filmed Heather outside at the opening of the Coolsonian Criminology Museum, interviewing the guests of honor, Mystery Incorporated, while inside he witnessed the attack of the Evil Masked Figure.

Mystery Inc. had deduced who the culprit behind the Evil Masked Figure was: Heather. But in reality Heather was just the disguise for Jonathan Jacobo (the original Pterodactyl Ghost). Ned would sometimes dress as the Evil Masked Figure when "Heather" wasn't able to do it 'herself'.

Fred Jones also tried to unmask Ned, but he turned out to be real. Ned and Jacobo were sent to jail, with the former confused and disgusted at the realisation that he was with a dude the whole time since, especially since they "cuddled".
