He was greedy and desperate, because he found gold on Warren Basketcase II's property and would do anything to get it.

Mulway unmasked.
He found gold on Warren Basketcase II's property and wanted to take it all for himself.
He created a robotic dog called the Hound of the Basketcases II and went in disguise as a clown ice cream vendor (by controlling it while riding around in a cart), to scare Warren Basketcase II, his brother, and sister away from the estates so he could get the gold.
His scheme was soon foiled when Velma used a reverse remote tracking device against his robot. He was then unmasked by Fred, and later arrested.
