Mrs. Cutler was one of the owners of Cutler's Sail Shop.
Physical appearance[]
Mrs. Cutler is a short, elderly woman with white hair tied in a bun. She wore a blue dress with a purple shawl and black heels, and carried around a cane.
Personality[]
She was calm, and mostly unfazed by the constant visits from shoppers coming to buy more surfboards after their previous ones got broken by the ghost of her late Great-grandfather. However, it was all intentional for a greedy scheme on making more money.

Scooby-Doo! Mini Mysteries[]
She met the gang during their visit to the shop, and they talked about a recent accident involving Scooby's surfboard getting broken to pieces by a ghost diver, which both her and her brother were completely unfazed by it. It was a thing that happened multiple times for a good while as people were constantly visiting to buy more surfboards or boats.
The conversation was soon interrupted at the point her brother was telling them about the painting of their late Great-grandfather, Captain Cutler. An old man named Mr. Shark showed up and warned everyone about the his ghost putting a curse on the beach, and turning the waters into a Graveyard of Ships. She went over to Shark to reassure him it's just a legend.
She was later caught by Daphne and Velma at the docks near the lighthouse. It was revealed that her and her brother used the legend of their Great-grandfather's ghost to make it look like his spirit was haunting Rocky Point Beach, and break people's surfboards and boats so they could spend more money at their store. Her assistants involved connecting a pump from a machine to the diving suit allowing her brother to breathe underwater for long periods of time.
