Mr. Smiley was a real-estate developer who decided to try and ruin the Oteros' business by scaring away all their customers, by having his girlfriend, Charlene, dress up as El Chupacabra.
Physical appearance[]
Mr. Smiley is a slightly obese, middle-aged male with short brown hair. For his next project in Mexico, it depicts him wearing a white Mariachi-outfit, complete with a large orange and purple sombrero.
He later wore a skeleton suit.
Personality[]
He is shown to be greedy and ruthless since he wants to build his new amusement park on someone else's land, and will use any means necessary to get it. In spite of this, he's willing to take the blame for his actions after Charlene was unmasked as El Chupacabra, and admits that he was the mastermind and she only did what he told her to, just to get her out of trouble. As noted above he will advertise himself as a Mexican citizen, but can't speak Spanish nor has an interest in learning it.

Scooby-Doo! and the Monster of Mexico[]

Mr. Smiley unmasked.
Smiley went to Veracruz and asked Diego Fuente if he could sell the surrounding land to him but Alejo Otero refused, so Mr. Smiley decided to scare the Oteros out of business by having his girlfriend Charlene pretend to be the fiancée of Luis Otero and later dress up as El Chupacabra, while he dressed up as a skeleton and controlled many different animal electronics and a ghost-hologram of Señor Otero. During the Day of the Dead Scooby and Chiquita caught him controlling the hologram while in the skeleton suit and barked at him until the rest of the gang arrived. He was then unmasked by Daphne and apprehended by some Mexican policemen. After El Chupacabra was unzipped and revealed to be the museum guide from earlier (Charlene in disguise) Mr. Smiley took all the blame to save Charlene (even though both were equally guilty). After Charlene was unmasked by Velma, Mr. Smiley angrily exclaimed that they would have made millions if it hadn't been for the gang. Shortly after they were both arrested and taken away by the Mexican police.
