Mr. Jorgens was the owner of a fish factory.
Physical appearance[]
Mr. Jorgens is a tall, elderly man with gray hair and a large beard. He wore a yellow rain hat and jumpsuit along with black shoes. He also is seen smoke a black pipe.
Personality[]
He's a little concerned about the villagers safety do to them living on a floating piece of ice, and really wanted them to evacuate.
However, it turned out he was a horrible person, who wanted to drive them out so he would start up his fish factory business.

Scooby-Doo! World of Mystery[]
The gang saw him talking to Private Kuya, a resident of the Ice Kingdom in Greenland. He told her that it they should evacuate the area because there's no room to fish, she denies his message stating that the place is her and the other villagers home and they lived there for years. He soon left the area, not before coughing up some smoke from his pipe.
Jorgens unmasked.
That however, led to him getting revealed as the culprit. His plan led to him to dressing up as a troll in a last ditch effort to get the entire village to evacuate because he wanted to build his fish factory on their homeland.
