The Minotaur was the disguise of Miss Yannu.
Physical appearance[]
It's a large, muscular black Minotaur with red sclera eyes, a big pink nose and long horns. It wears a blue and yellow skirt.
Personality[]
It was a hostile and dangerous beast. Relentlessly chasing and following people around until they leave the area.
History[]

It terrorized a construction company that was building a museum in Crete.
Professor Lakis and Miss Yannu, the head of the construction company and the one who pays for it, tells the gang about the situation, and allowed them to investigate.
The Minotaur shows up from one of the old buildings and begins pursuing on after the gang, with Fred and the girls, but one of them accidentally stepped on a switch nearby and all three fell through a trapdoor. It then went after Shaggy and Scooby, who desperately tried to find a trapdoor switch, and out of their luck, it rammed right into the wall in front of them, pushing another switch that made the two plummet below. Into a large underground maze.
The Minotaur eventually catches up with the both of them, and continued the chase, which led them into a laboratory. Fred and the girls were inspecting the area and saw them, and after some mishaps with some levers, the Minotaur was trapped in a cage, before the culprit ended up breaking character and yelled for help.
Yannu unmasked.
They unmask the half man half bull and reveal the identity as Miss Yannu, and it turned out she used the disguise to scare Lakis and others away to prevent her secret lab from being discovered so she could perform illegal science experiments on animals and create a real Minotaur.
Lakis showed up around the time she was caught and found her idea to be complete utter nonsense, and she was lensed to the authorities shortly after.
