The Miller and Frank Department Store was a department store in Gotham City that closed fifty years prior to the present day, leaving the site abandoned yet strangely leaving its items behind. It sold the Valentine Tears No. 5, a rare lipstick exclusively sold at the store. Following its closure, the former store became the base of operations for the Joker, who intended to hack into billionaire Bruce Wayne's bank account. The Joker, disguised as the Man-Bat, kidnapped Wayne's butler, Alfred Pennyworth, and brought him to the department store for torture. However, after Mystery Inc. visited and investigated the site, the Man-Bat attacked them and attempted to deter them from the area. However, the monster was captured by Mystery Inc. and superhero Batman and the Joker was exposed for his crimes and subsequently arrested.

- The store is named after comic book creator Frank Miller, whose Batman novels The Dark Knight Returns (1985) and Batman: Year One (1987) are often credited with creating one of the definitive versions of the character.
