Physical appearance[]
Mayor Flowers is an elderly man of short stature, gray hair, a goatee, and a stocky built. He has gray hair and black eyes. He wears an Uncle Sam like costume.

The Mayor was first mentioned anonymously in "Revenge, Inc." when Velma Dinkley, who isn't aware that she was hypnotized by Revenge, Inc., is working on the Mystery Inc. Online Logbook and imagines that she reads online that the Mayor has took the investigators' license of Mystery Inc. and accused them for being a source of peril and chaos in town.
In "Trolley Molly" the Mayor is mentioned anonymously again by Mr. Trolley Driver who says he'll confess for his crime the next morning by the end of the story, and that the Mayor will shut down the Trolley for good by next week.
Scooby-Doo, Where Are You? (DC Comics)[]
Mayor Flowers is first introduced properly dressed as Uncle Sam and shaking hands with Daphne Blake who thanks him for inviting them to his costume party held to promote his re-election next week and seems to know the members of the gang by name; Scolding Fred Jones for unmasking the Police chief by mistake.
Then, it is revealed that the Mayor, who invited all of the city into the party, is threatened by a Werewolf who crashes the party in hopes to crash Flowers's hopes to get re-elected. It was later revealed that the Werewolf was indeed the chief and that he was trying to harm Flowers' campaign to help his cousin, April Shores, become the mayor instead so she'll appoint him as her Deputy Mayor. ("Mayor May Not!")
