Manuel was the owner of the Dublio Telephone in San Sebastiano.
Physical appearance[]
Manuel is a middle-aged man with balding black hair, with white streaks and a small bushy mustache. He wore a long apron over a shirt, pants and bowtie.
Personality[]
He seemed to be protective of his store and would not except petty offers to sell it despite terrors attacking the village, but soon regretted denying after his assistant went a bit to aggressive on the buyer. However, he was actually hiding his scheme to expand a smuggling operation involving contraband, but didn't have enough time to plan it through and rushed out the machine Clyde created even though it needed more work.

The gang, along with famous fisherman, Carlos Ortega, witnessed him denying a cheap and petty offer from Mr. Pickins, a greedy businessman who was trying to make a fortune buying up the village. His assistant, Clyde got annoyed with the his threat of the sea monster and booted away Pickins, which Manuel apologized for having the gang witness it, as he changed his mind about the offer and should've done it for the sake of avoiding the sea monster. Which Fred made a suggests to go out and get rid of it, much to Carlo's agreement and Manuel's worry, thinking they would be killed.
He later arrived at the beach after hearing tons of noise, and saw the sea monster, only for it to spark like a machine and rise up out of the water, revealing to be a disguised submarine used by Clyde. Who rowed back to shore a long with Scooby, and flat out told Manuel part of their scheme being a rushed mess do to the lack of time fixing the engine of the submarine, which was easily destroyed by Scooby landing on top of the monsters back.
The two of them were later arrested for their attempt smuggling operation of contraband, which the store was used a depot for it too.
