Needed: Personality.

The Luna Ghost was the disguise of Old Man Smithers.

Physical appearance

He genuinely looked like a luminous white jester with black, hollow eyes and creepy black smile.

Presumably malicious and evil, as he attacked the gang and placed Daphne in a gag and kept her against her will. Meanie bobeanie and has distaste for youth.

Powers and abilities

He could fly and become weightless in the air thanks to the balloon suit that Old Man Smithers wore and could blow fire with a metal arm that could produce fire. He also had the ability to glow, which was never explained.

Early life

Old Man Smithers unmasked.

He haunted the Wow-O Toy Factory and kidnapped Daphne Blake. It seemed to be based on the action figures manufactured at the factory.

Scooby-Doo: The Movie

He was stopped when he got knocked into a toy pile by Shaggy and Scooby. He was revealed to be Old Man Smithers, a janitor at the factory who was getting revenge by scaring off the workers just because Pamela Anderson, a celebrity getting her own doll made at the factory and most likely owned the place, refused to go on a date with him.
