Louie Hong Fa was an employee of Harold Ling at his toy company, until he was fired for his 'wacky' ideas involving stuffed animals that could grow to tremendous sizes. He aided Mystery Inc. in capturing the dragon that stole the Ling Ming Candy Ring.
Physical appearance[]
Louie Hong Fa is a thin, young Hong Kong man with black side-parted hair and glasses with gold, round frames. He wears a loose white polo shirt with a red collar, brown pants, and black sneakers with white soles.
Personality[]
Hong Fa is an eccentric but brilliant toy inventor, rejected by Harold Ling for making toys that functioned, but grew to enormous sizes. Ling suspected Hong Fa was vengeful, believing he committed the crime as an act of revenge against Ling for firing him. Hong Fa felt framed for the crime, and, as no one believed him, was forced into hiding. As such, when Mystery Inc. investigated the crime, he willingly aided their investigation so he could prove his innocence.

Season three[]
When a New Year dragon came to life at a parade and stole the Ling Ming Candy Ring, the ring's owner, Harold Ling, accused Hong Fa of the crime, suggesting he stole the ring as an act of revenge for firing him. As such, Ling went into hiding, disguising himself inside his giant toys, and watched as Mystery Inc. investigated the dragon attacks. Eventually, Mystery Inc. found his warehouse using the warehouse number printed on one of his toys.
Mystery Inc. met Hong Fa at King's Road, where Hong Fa explained he was framed for the crime. Joining forces to investigate, he directed Fred, Daphne, and Velma to Ling's sampan, where they found a laptop proving Ling intended to sell Hong Fa's giant toys. Meanwhile, Hong Fa intended to repair Shaggy's rubber duck, Duck Guy, at his warehouse, but as soon as he left the room to get a drill, Shaggy and Scooby were kidnapped by a masked figure.
Hong Fa was proven innocent after Mystery Inc. incriminated acrobat Wu and his group for posing as the dragon.
