The kid was hanging in Scottish themed carnivals and ruining them with his "Mad Scot" disguise because he believed he wasn't allowed to participate in the games due to not being of Scottish descent; while he was simply wasn't allowed to partake since he was not impressive enough in the eyes of the ones in-charge.
