They wanted to protect their horses from the noise of a new restaurant in their area so Katie dressed up as the Headless Horseman. She had a second motive: hoping to take over the land around the Ruppscupper Cabin to expand their horse farm. Her sister Sadie was an accomplice, staying in the background and providing jello heads from a cooler for the Headless Horseman to throw at people.
