Julian Libris is a tour guide located in San Francisco.
Physical appearance[]
Julian is a thin Caucasian male with black hair. He wears a pale blue T-shirt, khaki shorts held up by a brown belt and brown sandals. While riding his boat, he wears an orange lifejacket.
Personality[]
Julian is a man knowledgeable about San Francisco, reciting little-known facts about the city and charging tourists money for the information he gives. He is comically incompetent, crashing his bicycle into a popcorn stand and allowing the San Franpsycho to steal his boat. However, he is also cowardly as he refused to enter Alcatraz out of fear of the monster.

Season two[]
When Mystery Inc. began investigating the San Franpsycho terrorizing the Grind Games skateboarding tournament, Julian explained the monster's backstory as the ghost of Alcatraz prisoner Clint Morris. He offered to ride Mystery Inc. to Alcatraz Island to investigate the San Franpsycho, but refused to enter the prison with them. While Mystery Inc. searched the prison's interior, the monster stole Libris's tour boat and sailed back to the mainland. This left Mystery Inc. highly suspicious of him as he was never seen together with the monster.
Mystery Inc. questioned him when they returned to the tournament arena. He claimed the monster knocked him out, but he somehow woke up back on the mainland. Increasingly suspicious of him, Fred followed him onto a cable car, but he disappeared, replaced by the San Franpsycho which derailed the cable car and caused it to crash into the bay.
He was later found innocent of all crimes after Mystery Inc. instead incriminated the tournament's judge, Rutie Banez, for the crime.
