The Headless Horseman was the disguise of Elwood Crane.
Physical appearance[]
He was an apparation of an adult man who has an orange pumpkin for a head and glowing yellow eyes. He wears a blue jacket and pants
Personality[]
During the gang's investigation in the woods, he acted haunting and relentless, chasing them around the area along with two other villains.
History[]
Elwood was brought to a police station in costume along with Captain Cutler, as his ghost, Carlotta the gypsy, the Space Kook, and the Creeper. The reason being that someone snuck in and stole the gang's popcorn while the power was out, and he was suspected so to them hearing some evil laughter. He did his laugh impression, but turned out not to be responsible.

Elwood caught in the woods.
Presumably prior to the popcorn incident, he, Cutler and John Simms all haunted the woods in their respective disguises and scared away intruders, but were later caught after spending multiple minutes chasing the gang around the area.
