The Harbor Bay Yacht Club is a local yachts owners' club in the same city where the Fearless Detective Agency is located.
History[]
The Harbor Bay Yacht Club was led by Mrs. Higgins who asked the Fearless Detective Agency's help with dealing with the Catfish Burglar who was striking around town.
Later, Shaggy Rogers, Scooby-Doo and Scrappy-Doo learnt the truth about Higgins being the culprit alongside her accomplice. It is not said what happened to this organisation afterwards. (Catfish Burglar Caper)
