Grey Fox is a Native American.
Physical appearance[]
He is an adult Native American man with long and black hair and a single braid over his left elbow, held by a red fastener. He has yellow markings on his face and a red and white feather in his hair. He also wore a red loincloth and blue pants.
Personality[]
He appeared to be a wise and friendly man with knowledge of the Willawaw legend. But in reality he was a greedy mastermind. He was also sadistic and ruthless as he sent his henchmen after Dave Walton to forcefully kidnap him and was also willing to drop off Scooby to his death.

He operated the Willawaw balloon. He wanted to scare people away from his smuggling operation into Canada.
Grey Fox revealed to be the culprit behind the Willawaw.
His henchmen were also dressing up as the owlmen. He sent them to capture Velma Dinkley's uncle Dave who discovered his plan. His plan was foiled when the balloon was destroyed and when he and his pals were captured by Red Herron to be taken to the council of elders for punishment.
