The ghosts were the disguises of Nate and Jake.

They were white-skinned ghosts with black faces, only there eyes were visible. They also had chains on them.

They were both scary looking and one was sneaky when it shutted off the lights so they could both slip away unnoticed
History[]
Scooby-Doo! (DC Comics)[]
They were hiding their stolen loot in the old abandoned house and wanted to scare everyone off from there by dressing up as the ghosts.
Their plan was soon foiled when Mystery Inc. found where they were hiding, by using a encoded message that revealed they were hiding the stolen loot in the basement. The two thieves were then arrested afterwards.
