The Ghost of Monsoon Max was the disguise of Pip Penrod.
Physical appearance[]
Monsoon Max's diving suit was puffy with a mint green colour. The helmet which had an oval-shaped window, belt and boots were all grey. His gloves were of a very similar colour to the diving suit. When he first arrived on the Zephyr, he had 'seaweed' (in actuality, spinach) draped upon his suit.
Personality[]
He had an air of confidence around him, as he took no hesitation in attacking Daphne, chasing Shaggy and Scooby across the ocean floor, and ultimately the attempt to attack Shaggy that resulted in his capture. He also liked to produce a noise that sounded like wind.
Powers and abilities[]
Aside from the usual Monster mask strength, he seemed to display no truly supernatural abilities.

Pip Penrod unmasked.
He wanted to scare people away so he could search for treasure. He stole what he thought was the hat of Captain Phineas Tarwhistle, which contained a treasure map. What he actually got was the hat of Skipper Joe and a fake map.
