He is the ghost of a man in a glowing green diving suit coded in seaweed and has blue glass lenses.

He's hostile and violent, attacking people at the beach and breaking their aquatic related vehicles.

Scooby-Doo! Mini Mysteries[]
The ghost was encountered by Scooby during his time riding a Surfboard, and broke it into multiple pieces and he swam away in fear.
The gang later got to learn more about the ghost, which was revealed by Mr. and Mrs. Cutler, a brother and sister who own a sail shop on the beach, that the ghost is their great-great grandfather. They were also interrupted by an old man named Mr. Shark, who warns them about the ghosts curse of turning the waters into a graveyard of ships.
It was later encountered at night when the gang decided to borrow a boat from the shop in search of the ghost, and it chased Fred and the two cowardly duo across the docks until it got caught by a life saver thanks to Fred's quick thinking.
Cutler unmasked.
The helmet gets removed and the great grandson of Captain Cutler is revealed underneath, and his sister was also revealed to be helping out. She used a pump from a machine to connect to his diving suit, allowing him to breathe underwater for long periods of time, so he could scare people away and break their boats and surfboards, and get more money when they buy new ones.
