The ghost was the disguise of Congressman Howell.
Physical appearance[]
It's a white sheet-like humanoid with tears in its body and black holes cut into its eyes. It also has sharpened fingers.
There were also three other ghost variants he used that weren't disguises, with one having a pointy head and arms, a green and white one coded in glowing sludge (thanks to the special effect of black lights), and one with a slightly bumpy look.
Personality[]
It was both freaky and haunting, letting out creepy noises or getting hostile and chasing people when in close proximity.
History[]
Scooby-Doo (DC Comics)[]
The ghost had appeared around a boat by Coolsville and had been haunting it, first appearing on the top of Captain Justseau's boat, but was quickly debunked as a fake when Velma climbs up to see it was just a canvas sail flapping in the breeze. It suddenly showed up again in a different form at the edge of the boat and frightened Shaggy and Scooby into a panic attack.
After the two were calmed down and later in the mess hall, they encountered a third variant of the ghost when checking the fridge, and they rushed back to the main deck and crashed into a trap Fred was meant to use on the ghost.

Congressman Howell unmasked.
Congressman Howell was later revealed to be responsible, as he disguised himself as a variation of the ghost to scare people away from the ship as he has ties to the corporation polluting the sea and was trying to hide his involvement in the affair, but was taken care of by Scooby being in front of him by getting tripped over when he had them all cornered by the projector created the apparition that appeared near the edge of the boat. He was later sent to jail by Reed Clark, an FBI agent who went undercover as a old guy named "Satchel".
